In the last three months of 2024, the Ukrainian government has passed several new laws affecting both companies and individuals throughout the country.

In the last three months of 2024, the Ukrainian government has passed several new laws affecting both companies and individuals throughout the country. From higher military taxes and mandatory health checks for educators to legal medical cannabis and new life insurance products, here are the latest changes:

Legislative changes to be aware of:

  • Legalisation of medical cannabis: As of August 2024, doctors in the Ukraine have been able to prescribe cannabis-based medicines to patients.  Prescriptions for the medications are only available electronically. Using of cannabinoids is effective in the treatment of more than 50 pathological conditions, including epilepsy, multiple sclerosis, neurological diseases, diseases of the digestive tract, chronic pain, PTSD, cancer, Parkinson’s and Alzheimer’s diseases, among others. 
    Effective from 16 August 2024
  • Mandatory medical checkups for educators: A new regulation has been introduced making mandatory for educators to undergo medical check-ups. The recently implemented regulation is designed to prioritise the health and well-being of educators, which is essential for upholding high educational standards and protecting student health. Themedical check-up includescomprehensive health screenings, vaccinations, and mental health assessments.
    Effective from 10 October 2024
  • Military tax increases: Since 1 December 2024, all individuals in the Ukraine have seen a 1.5% to 5% increase in military tax on their salaries.  Military personnel are excluded from this increase and will continue to pay the previous rate of 1.5% tax. These changes are part of a comprehensive initiative by the Ukrainian government to augment revenue for military funding.
    Effective from 1 December 2024
  • Ukrainan life insurance companies offer health insurance: Thanks to a change in local insurance legislation, life insurance companies in the Ukraine are now able to obtain a licence for health insurance.
