As Bulgaria moves forward with these wage reforms, employers and HR teams should proactively review their compensation frameworks and prepare for operational changes.

Earlier this year Bulgaria confirmed a notable increase to its national minimum wage. As of 1 January 2026, the statutory minimum monthly wage has risen to BGN 1,213 (approximately EUR 620.20), with a corresponding hourly rate of BGN 7.31. This change marks a 12.6% increase over the 2025 minimum wage level.

This adjustment continues Bulgaria’s multi-year effort to raise the wage floor, keeping pace with inflation, cost-of-living pressures, and EU adequacy guidelines. In 2025, the minimum wage stood at BGN 1,077, following a 15.4% increase from 2024. These upward revisions reflect the government’s commitment to improving worker welfare and aligning with broader European standards.  Bulgaria’s healthcare sector is undergoing transformative changes, highlighting key areas of growth and innovation in the local Health & Benefits market.

Industries and Stakeholders Impacted

  • All employers, especially those with large low-wage workforces
  • HR and payroll administration teams
  • Corporate benefits and compensation planning departments

Key Advantages

  • Higher base wages bolster employee well-being and expand eligibility for enhanced corporate benefit packages.
  • Simplifies salary and benefits calculations, particularly relevant as Bulgaria prepares for euro adoption.

Challenges to Address

  • Employers face increased labour costs, which may impact budgeting and financial planning.
  • Organisations will need to update internal payroll systems, insurance policies, and benefits structures to comply with new wage standards.

As Bulgaria moves forward with these wage reforms, employers and HR teams should proactively review their compensation frameworks and prepare for operational changes. The minimum wage increase represents a continued push toward fairer pay, improved employee welfare, and alignment with European benchmarks.
