In recent months, Ukraine has seen several significant legislative changes in the Health & Benefits sector.

In recent months, Ukraine has seen several significant legislative changes in the Health & Benefits sector. These changes aim to improve the accessibility and affordability of healthcare for its citizens, as well as streamline the processes involved in health and benefits administration. 

Recent Legislative Changes 

  • Reduction in Medicine Prices: Starting from 1 March 2025, the prices of the 300 most popular medicines were reduced by 30%, as announced by a Presidential Decree. This was made possible through government changes in pricing and agreements with local manufacturers. This reduction is expected to slow down medical inflation and minimise the increase in insurance premiums. 
  • New System for Assessing Functional Status: Following the abolition of the medical and social expert commission (MSEC), a new system for assessing a person’s functional status is being implemented. This change, which has been in effect since 1 January 2025, is expected to result in the cancellation of approximately 10-11 thousand disability statuses granted before this date. This has already had a positive impact on the pricing policy of insurance coverage, leading to decreased costs. 

Upcoming Legislative Changes 

Free HPV Vaccination: For the first time, Ukraine is introducing free vaccination against the human papillomavirus (HPV). Previously available only on a commercial basis, this vaccination will be included in the National Vaccination Calendar for girls aged 12-13, starting from 1 January 2026.
