Revamp of Labour Laws in Bulgaria

As of 25 July 2024, Bulgarian law now allows fathers and adoptive parents to take additional leave to care for a child up to two years old.

In recent times, there have been significant changes in labour regulations that are crucial for both employers and employees to stay informed about. These changes aim to modernise various aspects of employment, ensuring better compliance and flexibility in the workplace.

Upcoming changes to note:

  • Employment Register by NRA: By 1 June 2025, the National Revenue Agency (NRA) will establish an employment register containing unified electronic employment records of employees, filling in the initial data ex officio based on the register of employment contracts and other sources.
  • Completion of Employment Books: Employers are required to complete employment books by 1 June 2026, including details of the employee’s length of service.

Changes to be aware of:

  • Increased Value and Digitalization of Food Vouchers: From 1 July 2024, food vouchers were digitized, meaning employees now use electronic media for payments. In addition, the nominal value of tax-exempt food vouchers has increased from BGN 80 to BGN 200 per person per month, allowing employers to support their employees with a higher monthly amount.
  • Unified Electronic Employment Record: The introduction of an electronic employment record that officially certifies data related to an employee’s work activity.
  • Childcare Leave for Fathers: As of 25 July 2024, Bulgarian law now allows fathers and adoptive parents to take additional leave to care for a child up to two years old. This offers more flexibility for parental leave but may require adjustments to HR policies and staffing.
  • Modernised Health and Safety Procedures: The Bulgarian government is amending health and safety rules to allow remote instruction, which is currently only possible on-site. Companies must adjust their procedures by 27th September.
  • New Provisions for Remote Work: Employment contracts must now specify the place of remote work, with the option to list multiple locations. Employers can change their place of work for up to 30 days per year upon the employee’s written request.
